Kirtivardhan Singh was born in Lucknow, the capital of Uttar Pradesh, on 1 March 1966. His parents are Shri Anand Singh and Smt. Veena Singh.

A family in public life
He was born into a family active in the politics of Gonda. His father, Anand Singh, was a member of the Uttar Pradesh Legislative Assembly from the 1960s, according to news reports. The Lok Sabha record shows his father as MP for Gonda in the 5th, 7th, 8th and 9th Lok Sabhas (elected 1971, 1980, 1984 and 1989). He later served as Uttar Pradesh's Agriculture Minister after winning the Gaura seat in 2012.
The family home is at Mankapur, in Gonda district, which is also his permanent address in the Lok Sabha record. News reports describe the family as the former royal house of Mankapur.

- He set up a girls' intermediate college and a postgraduate college in Gonda.

The transition to Parliament
He contested the Gonda Lok Sabha seat in the 1998 general election for the Samajwadi Party. He won by 25,555 votes over Brij Bhushan Sharan Singh of the BJP. It was his first term, in the 12th Lok Sabha.
