Personal profile

Kirtivardhan Singh was born in Lucknow on 1 March 1966. The Lok Sabha lists his profession as agriculturist. He married Smt. Madhushree Singh on 16 November 2002; the official record lists one son. His permanent address is in Mankapur, in Gonda district.

His Lok Sabha biography records interests in reading, photography, painting, wildlife and eco-tourism, and aero-modelling. His listed sports are archery, water sports, sport-fishing and aero sports. He set up the Avadh Aero Sports Society and an airstrip registered with the Ministry of Civil Aviation, where local young people and NCC cadets are given free flying time on ultralight aircraft.

Birth and family background

His father, Shri Anand Singh, represented Gonda in the 5th, 7th, 8th and 9th Lok Sabhas (elected 1971, 1980, 1984 and 1989) for the Congress. He was also a member of the Uttar Pradesh Legislative Assembly. He won the Gaura assembly seat in 2012 and served as the State's Agriculture Minister. News reports describe the family as belonging to the former royal house of Mankapur. Anand Singh died in Lucknow in July 2025.

His mother is Smt. Veena Singh.

Professional and social background

Before and alongside his parliamentary career, his official biography records work in agriculture, fisheries and education in the Gonda region:

• He promoted new techniques in agriculture, tree plantation and fisheries.
• He was instrumental in a 1988 Ford Foundation pilot project on cage culture of fish, described as the first of its kind in India, and ran workshops for fishermen's co-operatives.
• He established a girls' intermediate college and a postgraduate college in Gonda, and the biography says he manages four educational institutions.
• On conservation, it records that he organised village-level groups against timber smuggling and poaching, worked to rejuvenate local lakes, and supported the settlement of Van Tangiya forest-labour families. It also records that he pursued illegal sand-mining cases, including before the National Green Tribunal.

Public life and parliamentary career

He was first elected to the Lok Sabha from Gonda in 1998 as a Samajwadi Party candidate. He lost in 1999, won again in 2004, and resigned his seat on 23 March 2009. He contested the 2009 election as a Bahujan Samaj Party candidate and lost. He won Gonda for the Bharatiya Janata Party in 2014, 2019 and 2024.

As an MP he served on the Standing Committee on Science & Technology, Environment & Forests across three Lok Sabhas. His other committees included Industry, Estimates, Chemicals & Fertilizers and Commerce, and the Consultative Committee of the Ministry of Defence.

Ministerial responsibilities and current roles

He was sworn in as a Union Minister of State on 9 June 2024. He was allocated the Ministry of Environment, Forest and Climate Change and the Ministry of External Affairs, and took charge of both on 11 June 2024.

In the environment ministry he works with the Cabinet Minister and is, by statute, Vice-Chairperson of the National Tiger Conservation Authority. At MEA, his charge covers the Gulf, West Asia and North Africa, Africa, Eurasia (except Russia), the SCO, counter-terrorism, cyber diplomacy, emigration and consular services.
